A bidder who promises an APS rebate, quotes SRP money without asking which utility bills the meter, or cites the federal credits that ended December 31, 2025 as live money has misstated checkable facts on page one. Staleness about money travels with staleness about everything else.
Test Four: The Hottest-Week Question
This is the desert's version of the question no national checklist asks. Put it directly: what will this system do during the hottest week of the year, and how do you know? The fluent answer covers high-ambient capacity from the extended tables, condenser placement and shading, airflow verified at commissioning, and the honest physics of a machine working at the top of its envelope for days at a time. Add the companion: how does monsoon dust affect the condenser coil, and what maintenance rhythm keeps capacity from quietly eroding? Both answers come from servicing this climate in July or they do not come at all, and the difference is audible in one phone call.
Test Five: The Attic and the Ducts
Much of the Valley's ductwork lives in attics that spend months at temperatures that cook insulation and open seams, and the boom rings, Chandler, Gilbert, Peoria, Surprise, Queen Creek, carry builder-grade ducts sized to a construction budget and installed by the subdivision. The credible contractor measures static pressure before sizing anything, prices duct sealing and insulation as first-class options rather than upsells, and can explain why a system leaking a fifth of its air into a 140-degree attic is paying to cool the roof deck. Test Six: Panel, Placement, Permits, and R-454B
The older stock often runs older electrical service, and a conversion that adds compressor circuits can force panel work; the honest bidder opens the panel at the site visit and prices what they find, rather than discovering it after signing as a change order. Placement carries desert wisdom: a condenser out of the west sun where the lot allows, clearances that let it breathe, and rinse access for the dust. Permitting runs by jurisdiction across the metro's cities and counties, and the contractor should say fluently who pulls the permit at your address and what inspections follow. Add the 2026 line: current quotes should specify R-454B equipment, and a bid built on outgoing refrigerant platforms is a bid built on someone's warehouse problem.
Test Seven: References That Match Your House
Ask for references from projects like yours, and be literal about it. A ducted changeout in a Gilbert two-story says little about a midcentury Arcadia ranch with original ducts, and neither says much about a casita mini-split in Cave Creek or a high-country install where winter is real. Then ask each reference the questions that matter here: did the house hold temperature through the hottest week, did the bills match the projection, did the system ride the shoulder seasons smoothly or short-cycle through them, and did anything about the install only surface in its first July? Test Eight: Commissioning, the Quiet Divider
The gap between an installed heat pump and a performing one closes at commissioning: refrigerant charge verified by measurement rather than assumption, airflow set to specification, staging configured, and performance verified while the crew is still on site.
